Plenary Session

As the highest legislative organ to expedite proceedings of the provincial council, it opens with attendance of one-third of registered councilors.

Members who desire to speak must obtain prior approval of the President, and members may present questions, make supplementary speeches, speak on proceedings.

Opened to the public: The session is opened to the public. (However, in case more than 2/3 of the members present agree, or the President approves, to maintain peace and order, the session shall not be opened to the public).

Standing Committee

Dalseo district council has 3 committees to deal with major bills, Standing Committee is held when the speaker agrees and a-third of registered councilors requests. When it is out of session, it can be held with agreement of the chairman, request of a-third of registered councilors and the chief of local government.

Special Commitee

To review and process special agendas, special committees may be organized according to the purpose, such as a special committee of budgeting and settlement

Chairman and Vice Chairman

One president and one vice president are elected by unsigned secret ballots on a mutual basis.

The chairman is a representative of the Council, bringing deliberations, keeping order in the Council house, and supervising the Council affairs.

The vice chairman carries out the president's duties as proxy when the president is involved in an accident. The term in office for chairman and vice chairman is 2years.

Councilors

The Dalseo-gu Council comprises 21 councilmen, and 3 proportional councilmen who were elected from 9 constituencies. Councilmen, representing citizens, shall place priority on public good and perform their duties faithfully to their conscience. They shall fulfill the obligation of living a "clean life" and stay decent. They shall not abuse their position to acquire property rights, profits or positions through contracts with local municipalities, public organizations, or businesses, shall not arrange for others to obtain such benefits, and shall not be engaged in jobs prescribed in the related laws. Their term is four years.
